Planning Process
The SMTC develops three key documents that are the ingredients to the transportation performance-based planning and programming in the Syracuse Metropolitan Area: the Long Range Transportation Plan (LRTP) – the vision; the Unified Planning Work Program (UPWP) – the planning; and the Transportation Improvement Program (TIP) – implementation and improvement. Together, these three documents represent the beginning, middle and end — the ingredients — to an effective transportation planning process.
Consistent with a performance-based planning and programming process, specific written procedures for cooperatively developing and sharing information related to transportation performance data, selection of performance targets, reporting of targets, and reporting of performance to be used in tracking progress toward achievement of critical outcomes for the MPO have been developed in a Performance Management Agreement between the SMTC, the New York Department of Transportation, and the Central New York Regional Transportation Authority.
